Das Buch geht dieser Frage nach, indem es den zentralen Veränderungsprozess untersucht: Die Entwicklung der Universitäten von lose gekoppelten akademischen Gemeinschaften zu zielorientiert agierenden Organisationen. Zur Gestaltung dieser komplexen Aufgabe bedienen sich die Leitungskräfte fast unisono des 'Managements mit Zielvereinbarungen'. Aufgrund seiner Kombination aus strategischer und kooperativer Führung verspricht dieser Ansatz, der in Universitäten tief verankerten partizipativen Organisationskultur in idealer Weise entgegenzukommen. Auch wenn sich die teilweise sehr hochgesteckten Erwartungen in der Praxis oft nur schwer erfüllen lassen: Zielvereinbarungen können die Hochschulentwicklung wirkungsvoll unterstützen. Dafür bedarf es allerdings der Kombination mit klaren Verantwortungsstrukturen und einem Führungsverhalten, das die schwierige Balance zwischen hierarchischer Steuerung und wissenschaftstypischer Selbstorganisation schafft. Dies zeigen nicht nur die Auswertungen zahlreicher Praxisbeispiele und Erfahrungsberichte in diesem Band, sondern auch die durchgeführten Langzeitstudien. Zwei Hochschulen werden über einen Zeitraum von zehn Jahren dabei beobachtet, wie sie das Führen mit Zielen implementiert haben und welche Wirkungen damit unter den sich ständig verändernden politischen Rahmenbedingungen erreicht werden konnten.
